Scoutmaster Michael Cosman

Michael Cosman started scouting as a cub scout in Pack 3 and joined Troop 3 in 2004. In 2011 he became an Eagle Scout, his Eagle service project involved organizing and upgrading a reference room for historical nautical books on the Liberty Ship Jeremiah O’Brian. Michael has attended many summer camps and backpack treks as a scout. Since 2018, Michael has led the troop on high adventure backpack treks to Skyline-to-the-Sea, John Muir Wilderness, and Desolation Wilderness.

Assistant Scoutmaster Steve Chang

Stephen Chang as known as Steven began as A cub scout with Pack 3 with Al Park Lai as Cubmaster. He graduated into Troop 3 with Mr. Ron Lee as Scoutmaster and was part of a patrol with Donald Gee and Marty Way as Patrol Leaders. Patrol names were Roadrunner and Flaming Arrow. He was the 13th Eagle Scout in Troop 3.  Steven restarted Pack 3 many years ago which in turn helped revive the Troop.

On the 75th Anniversary of Boy Scouts, Steven helped lead a scout troop campout on the Embarcadero 4  skyscraper for a week. President Ford presented an Eagle award on the rooftop. 20 scouts participated. He communicated via Morse Code to a destroyer on the Bay.  The local newspapers and Mayor Dianne Feinstein visited the encampment.

He graduated from CAL and now runs a small health insurance agency.  Married to Helen Lee with two daughters Tiffany and Katie, both who attended East Coast schools.  As Empty Nesters, Steven and Helen look forward to traveling more. Steven loves Scouting which brought took him out of Chinatown and the North Beach urban environment.  It introduced him to many different experiences and opportunities in life.  Steven did not want the Troop to die out and came back to help revive membership.

Assistant Scoutmaster Tony Lau

Tony Lau joined Troop 3 in 2005. In 2012 he became an Eagle Scout, becoming an ASM in 2022. Tony’s Eagle service project was overseeing the making of commemorative walking sticks distributed to veterans in the Swords to Plowshares program on Treasure Island. Tony’s brother Isaac also became an Eagle Scout in Troop 3. Tony has become the troop’s “Tech Wizard” teaming up with Michael Cosman to infuse fun and excitement into the troop’s advancement and outdoor activities.

Assistant Scoutmaster Hap Velleno

A native San Franciscan, Harry “Hap” Velleno has been continuously involved with Scouting since he joined Scout Troop 159 on Potrero Hill in 1957 at the age of 12.  He eventually became Troop 159's Scoutmaster, a position which he held for 40 years.  All three of Hap's sons became Eagle Scouts through Troop 159 and graduated from UC Davis.  During the last five years of its 50 year existence, Troop 159 met in the Bayview District.

Hap became acquainted with Troop 3 in 2008 when he made several guest appearances as a knot skills instructor at the request of Scoutmaster Al Eng.  He enjoyed working with the boys so much that he offered to volunteer as an adult leader on a regular basis.  In 2021 Hap received the Silver Beaver Award. Hap has particularly strong interests in pioneering and other outdoor Scouting activities.  Besides abundant energy, enthusiasm, and vast Scout experience and knowledge, he has injected numerous corny jokes and a sense of fun into the troop meetings.  Hap has been happily married to Dianne since 1969 and resides in Noe Valley, they have seven grandchildren.

It is a belief in the scouting program a keen interest in the development of young boys which sustain your wonderful leaders. No greater sense of satisfaction can be attained than to see scouts advance through the ranks and mature to become confident young men.
